The sibling are a four-year-old boy and a six-year-old girl who were routinely locked up in the said cage with the digs together with them by their grandfather whenever he goes out and would leave the children's unattended. The poor children's are scavenging foods from trash bins, eating foods or drinking seawage water while they were in the cage.

Kite Festival Goes Away As Kid Gets Tangled Up In A Giant Kite And Falls From The Sky
It was all smiles for people around the kite festival as everyone was dazzled with the beauty of the enormous kites flewn up as it soars up above the skies by Saigon Kite Club in Vietnam. But joy quickly turned to grim when a tragic incident suddenly occurred.
Event organizers and participants were witnesses in the disastrous accident. What's more unfortunate is the victim was only 5 years old, whose name is Van Minh Dat. According to sources and witnesses, the little boy was accompanying her mother in setting up their drinks stall. When the members of the club tried to launch their huge kite late in the afternoon, that's when it all went downhill.
The flag was a huge symbol of the Vietnamese flag. It's width was 15 meters, so it was really huge. Seemingly it was like the whole club was unprepared in flying the giant kite, as some witnesses told a newspaper publishing company Than Nien News the kite has fallen several times to the ground as they fail to launch their huge kite in windy conditions.
In an interview with the little boy's aunt who saw the incident, said that the kite fell down from the sky, knocking around tables and chairs near the location where the boy and his mom were setting up their stall. The boy was said to be picking up fallen bottles, and inevitably got his legs tangled up in the lines of the kite. Club members were unaware of the little boy, as the strong winds suddenly flew the kite up and dragged the poor boy with it, flying up with the kite.
Due to strong winds, no one came close to even rescuing the little kid. It flew 20 meters high, and around then the ropes snapped, then the boy fell from the sky. No one was there to catch the boy from his fall, as everyone in the event was in total shock on what happened before their very eyes. As they rush toward the little kid, he was immediately taken to the hospital, but it was a little too late as the kid showed no signs of life and was pronounced dead.
Police authorities have investigated the event, scrutinizing the club members for their recklessness and unawareness in setting up their festival which ended in disastrous fashion.
